Allegiance ban list

I know this has been asked many times. But with the amount of people with alternate accounts its very difficult who to pick and chose when you have to remove a name in order to get a new name on our current restricted list. Please please add to the amount of people you can have banned from an allegiance.
People returning to game makes me very leery of removing names.
