Unable to buy casino tokens

So I've tried this on three different characters on two servers and for some reason I can't buy casino tokens from any of the vendors.

Now my original assumption was that they are aware of my addiction and are cutting me off, but somehow I don't think that's the case.

Is there something that I'm missing or is there a bug here?
