Weeding of the Deru Tree Quest

I took Northwatch tonight so I could do the quests associated with the black market (exhumed bones, black coral golem kill task, blighted coral golem kill task, and weeding of the deru tree). Only problem is, the NPC for the Weeding of the Deru Tree quest on Freebooter is nowhere to be found.

Anyone know if this quest was removed? Or maybe the NPC for this one is only at Freebooter Black Market? Wiki seems to indicate he is at both.
