Can't decide between 2-Handed or Dual Heavy

The way I understand it is DW/HW has more versatility (shield, weapon mods) and more single target DPS, whereas 2H is better against groups. Is that about the jist of it?

I realize lost of the best gear is tinkered, but in terms of quality of useful/powerful quest items, is there a clear winner between 2H and HW?
