Sneux and another person on HG found these earlier today. Both reported finding them spawned on the ground at the feet of the 2 new NPCs Raymond and Osdryd. At this time it is unclear how often the spawn or if they are triggered.

Others have confirmed finding them spawned on the ground near the gifts by Raymond, and at the feet of Osdryd. How regularly it spawns is unknown
