Some Beginner Missile Weapons Questions

1. If I don't spec fletching, will I not have access to ANY prismatic arrows, or I just won't be able to make the highest tier of prismatic arrows?

2. Will having access to prismatic arrows affect the number of bows I will need to carry around, or will I need the same amount of bows regardless of the type of arrows I'm using?

3. Are there many missile toons that don't spec fletching?
