Returning after a very long time

Been getting the itch to play, and likely with resubscribe this week. The one question I had was/is centered around the F2P model they are seeking to go to. What needs to be done exactly to be F2P, and when does it take effect. The conversation I had the other day with support on the phone, the guy led me to believe that I don't have to be a subscriber now to get access later on. He also seemed to think that it was a ways off yet. But I am unsure of how "in touch" support is with the happenings of the game.

Is resubbing now required to get the F2P? Again the guy on the phone didn't seem to think it would, as he said something to the effect of everyone having access once F2P went live. If it isn't required, why are some people saying it is?
