Reduction in rare drop rate?

I had always Played 2 account up until 10 weeks ago. I took my mules out on a regular basis and got their monthly rares. 10 weeks ago I created 2 new accounts and the toons on those account are NOT dropping rares like the older 2 accounts. I have many toons on those 2 accounts that still haven't dropped a rare.

Anyone else experiencing this?
