full skill resets?

i noticed a /skill reset command in game.
How often, if ever, should we expect full reskills? I've been told from someone that they offered those after patches. How often were those given out during original ac2? post hero level, untraining is not fun.

Also, is it intended that Arcane lore needs to be untrained to change base class?
